The govt is promising eco-upgrades for 7,000,000 houses, and to insulate all apartments and wall cavities by 2015. The target for insulation and eco-homes will be met thru a system of govt long term loans, with homes paying down the loan as they economize on their energy bills. A key initiative will be the loan will stay with the home repaid thru energy bills – and not the householder who orders the enhancements.

Loans could cover enhancements like solar cells, air turbines or ground source heat pumps, as well as insulation.
